What it means?
In simple words, russia says: 'As long as you do not commit acts of terror on my territory, you are not our enemies. And if you cause damage to our 'enemies', you are our friends.'
You, reader, shouldn't doubt! 'hesbollah' and russian government are good friends! By the way, i consider 'russia' - not a state, but a a geopolitical criminal (and terrorist) group. It is gosudar'-stvo with leader, called 'gosudar'. 'russia' souldn't be on the Planet. At all.
