Just in case, let me remind you that so-called "Russian Federation" has existed since 1991. Before that, there was the "Russian Soviet Federative Republic (RSFSR)" as part of the USSR. And this same "Russian Federation" took full responsibility for the entire foreign policy of the disintegrated USSR.
