At a meeting of Arab experts on the Palestinian issue, held in July this year in Stohr (Lebanon), Shukairi presented a project for organizing a movement for the liberation of Palestine, covering the political, economic, financial and military aspects of the organization. The essence of Shukairi's plan is that since the Palestinian people exist, they must organize to liberate Palestine. The Palestinian problem is an independent, self-contained question. This latter circumstance is feared by King Hussein of Jordan, since Jordan has captured part of Palestine and 1 million Palestinians live in the country. Therefore, King Hussein is against such a plan for solving the Palestinian problem.
